Department Summary
Finance and Administration is a vibrant and varied portfolio serving all aspects of campus life. Our employees perform a wide range of functions including offering essential financial tools and support to the university’s many departments, providing key resources to employees, and keeping campus safe, clean, accessible and beautiful.

Established in 2012, the Transportation Services Department is an auxiliary unit within Finance and Administration whose goal is to provide customer-oriented sustainable transportation and parking programs and services to students, employees, and visitors to the University of Oregon. Transportation Services covers its expenses and operations through revenue generation, largely through permit sales, meter revenue, events, and citations. The unit’s annual budget is approximately $4 million. Transportation Services maintains more than 3,800 parking spaces on or adjacent to campus in more than 60 lots and two multi-level garages.

Position Summary
The Duck Rides Program Specialist is a professional position within Transportation Services at the University of Oregon The position will provide day-to-day guidance, support, and counsel for the Duck Rides program, and provide direction for the programs principles of student development and student leadership. The Program Specialist will act as a liaison for the program participants and student employees, as well as monitor the program for compliance. The position will also audit and evaluate the program to make recommendations for the programs short and long term goals.

Duck Rides is a collective service that is dedicated to providing accessible, inclusive, and safe means of transportation. Duck Rides operates throughout the Eugene/Springfield communities during and after business hours and is open to all UO students, faculty, and staff. The Program Specialist plays a primary role in oversight of leadership and operations to the student directors and student coordinators of the program. This position must engage in dynamic, people-focused leadership, with emphasis in program development and management, innovation, volunteer coordination, outreach and marketing, as well as a willingness to fully engage with the UO Community.

While coordinating assigned program activities, the Duck Rides Program Specialist will have regular daily contact with all members of the University of Oregon campus community: students, faculty, staff, administrators, visitors, and members of the public. The Program Specialist must exercise sound judgment in safeguarding the students and customers that work for and utilize the program. This includes responsibility for all elements of supervision of approximately 50 student staff, in consultation with respective student board members. This position will assess student training needs and conduct trainings to address these needs.

The Duck Rides Program Specialist will work with a high level of independence dealing with sometimes non-routine situations after normal business hours and will need to be able to understand and apply policies and procedures without direct supervisor guidance. Work is reviewed as needed by the Program Manager.

The Duck Rides Program Coordinator is expected to work a flexible schedule and will often work evening hours. The position may also be expected to be on call. This position must adhere to the Clery Act, FERPA, mandatory reporting and Title IX responsibilities.

ON-CALL ROTATION
This position may be required to serve on-call duties on a rotational basis. This may include responding to emergencies during off hours, including weekends and holidays. On site, response to campus is expected within 45 minutes from the time of the call, if needed. Communication is via a cellular phone.

DRIVER REQUIREMENT
It is an essential requirement of this position to qualify for and maintain UO driver's certification eligibility, which includes maintaining an Oregon driver’s license throughout employment in this position.

ESSENTIAL PERSONNEL
This unit may provide essential services during times of emergencies and inclement weather. This position may be required to fulfill essential services and functions during these times.

Minimum Requirements
• Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR
• An equivalent combination of training and experience.

One year of postsecondary education may be substituted for up to one year of the experience.

• Experience in practices of risk management.
• Experience providing services to people with disabilities.
• Experience in program assessment.
• Experience working with student activity/incidental fee processes and departments.
• Experience with Google Apps, MS Office, smartphone apps, social media platforms, and other current and emerging technology.
• Experience leading a volunteer organization.
• Fluency in Spanish, Chinese or Arabic.
