Department Summary
Safety and Risk Services (SRS) is a unit within the Finance and Administration portfolio. Finance and Administration is a vibrant and varied portfolio serving all aspects of campus life. Consider joining the University of Oregon Police Department's Security Operations Center to provide essential communication services for our campus community. In this vital role, you would manage the Communication Officer training program and ensure that laws, regulations, standards, policies, and procedures are upheld to support a safe, secure, and welcoming campus environment.

Position Summary
Located within the University of Oregon Police Department, The Security Operations Center (SOC) Program Manager is responsible for the day to day operations of the SOC. This includes managing the Communication Officer training program and ensuring that laws, regulations, standards, policies and procedures are upheld. The incumbent will implement processes and procedures to ensure standards are met and in line with federal, state and university laws, policies, standards, and internal policies and procedures. The Program Manager must be able to perform all dispatch duties as a communications officer and fills in as a communications officer during emergency situations, special events, staff shortages, etc.

This position requires the ability to work a standard work week with occasional extended hours and shift work. The incumbent will need general availability to work non-traditional hours based on organizational need. A satisfactory job performance requires: ability to multi-task in a high paced work environment and the ability to work under potentially stressful conditions. Interactions/contacts occur daily with the campus community in the course of performing work and responding to emergencies.

The position assists the Associate Director in coordinating with Directors and Managers within SRS and other campus units to maintain and update SOC protocols. The incumbent frequently performs tasks independently. They have discretion to make decisions about the best method and materials necessary to perform a particular task. Such tasks include setting priorities, assessing customer needs, and responding to those needs.

Work is reviewed regularly by the Supervisor to ensure it is performed efficiently, safely, and meets both expectations and applicable requirements. A performance appraisal is conducted annually.

Minimum Requirements
• Bachelor’s degree or two (2) years supervisory dispatch or dispatch training/lead experience OR an equivalent combination of education experience related to the position.
• DPSST Telecommunicator certification, or the ability to obtain it within twelve months of employment.
• Must successfully pass a comprehensive background assessment that includes criminal history check; driving record review; medical examination; psychological evaluation including drug screening; and an inclusive appraisal of work history.

SPECIAL REQUIREMENTS:
• It is an essential requirement of this position to qualify for and maintain UO driver's certification eligibility, which includes maintaining an Oregon driver’s license throughout employment in this position.
• May not have any felony convictions under federal or state law.
• May not have any Class A misdemeanor convictions within three years of application.
• Must be able to meet local, state and national requirements for accessing criminal justice and computerized criminal history information.
• Must be able to successfully pass a comprehensive background assessment that includes a criminal history check, driving record review, drug screening, medical evaluation, psychological evaluation, and an inclusive appraisal of work history.
• Incident Command System 100, 200, and 700 certification required within 60-days of employment.
• Criminal Justice Information System (CJIS) and Law Enforcement Data System (LEDS) certification required within 60-days of employment.
• Adult/Child First Aid/CPR required within 60 days of employment and must be maintained annually.
• Successful completion of the Oregon Department of Public Safety Standards and Training (DPSST) Supervisory Leadership Academy within 24 months of employment or equivalent supervisory training.

• Knowledge of mandatory crime reporting laws/regulations and other law enforcement specific legal requirements.
• Demonstrated analytical, decision-making, problem identification, and resolution skills.
• Excellent oral and written communication skills and a sensitivity to effectively interact with a highly diverse campus community.
• Knowledge and expertise in the application of effective customer relations strategies and techniques.
• Proven ability to consistently demonstrate a high degree of personal integrity and emotional maturity.
• Knowledge and training in police communications and records management.

Preferred Qualifications
• Master’s degree from an accredited college/university.
• Five (5) years of experience in campus public safety or police agency managing a safety program.
• Experience managing safety or security protection programs on a college campus.
• Experience developing law enforcement or communication technology strategy or implementation.
• Experience with the Law Enforcement Data System (LEDS).
• Experience with the Criminal Justice Information System (CJIS).
• Fluency in a second language.
• Experience training personnel in accordance with established police/public safety training standards.
